SINAM JV MFI has real chances to win a tender in Tanzania

Now when the bids in the tender procedure for the creation and introduction of an integrated system of internal tax administration at the Department of Government Revenues of Tanzania were announced, the consortium of Azerbaijan IT-companies has real chances of winning the tender in this African country, Caspian Energy News (www.caspianenergy.net) reports with reference to the Information ICT Centre.

SINAM JV MFI consortium consists of the Azerbaijan companies SINAM, Cybernet and Bestcomp Group and the Tanzanian company MFI Document Solutions. The consortium’s main contractor is SINAM.

The participation of the Azerbaijan companies in the tender, which results are to be known in about 3 months, are part of the national strategy of Azerbaijan for development of the non-oil economy and building the export potential.

Tender bids were submitted in the following order

∙              23rd Century System – $7.97 million;

∙              SINAM JV MFI - $8.77 million;

∙              Crown Agents JV TechnoBrain - $11.8 million;

∙              Data Torque Ltd JV Dimension Data – $13.51 million;

∙              Sogema Technologies – $18.33 million;

∙              Copy Cat Ltd JV TATIS International – $20.56 million;

∙              Tata Consultant Services JV Tata Africa Holding Ltd – $24.97 million

It is interesting to note that 23rd Century System, which offered the lowest price, despite its SAP Gold Partner status has no ready-made solutions for the tax system that actually reduces its chances to win the tender.

It should be noted that the consortium of Azerbaijan IT-companies do not only offers optimum prices, has the successful experience in implementation of similar projects in Azerbaijan and Kyrgyzstan, but also has ready time-proved solutions for the tax system in operation for many years in the aforesaid countries. In addition, the Azerbaijan companies have implemented several major projects in the financial sector, which also increases the chances for success.

In contrast to the Azerbaijan consortium other bidders offered a higher price, at least 25% up.

Such important indicators as the experience within similar projects, personnel potential, financial opportunities, and also experience within the projects, carried out abroad, was taken into consideration when consortium of Azerbaijani companies was organized for participation in the tender in Tanzania.

SINAM has successfully realized such important projects as "Integrated Tax Administration System for the State Tax Administration of Kyrgyzstan", "Financial and Accounting Reporting Application for Budgetary Institution for the Ministry of Finance of Azerbaijan" (FARABI), "Electronic Archive System for National Archive Department", "Government Payment Portal", and other large projects directed to implementation of solutions in the field of the electronic government.

Cybernet has realized such projects as development of “Integrated Tax Administration System for the Ministry of Taxes of Azerbaijan”, “System of Inventory Registration and Real Estate Management for the State Property Issues Committee”.

BestComp Group has realized such projects as delivery of hardware and standard system software for FARABI program for the Ministry of Finance of Azerbaijan, supply of equipment for development of Automated System of Document Flow and Information Network for Judicial-Legal Council of Azerbaijan, judicial authorities and pilot courts.
